Are RVs delivered winterized in cold environments?

There was no mention either way in the contract. The dealer de-winterizes all their RVs as a matter of policy because it allows a proper PDI and most customers will first use their rigs in Florida. I can see their point. I think it's reasonable, it's just I didn't see it coming and was curious about what the norms are.
