Mabe wrong. But I envision that the spot might have been such that it was in a place where parking a trailer would be less intrusive to others in the storage lot. Maybe easier to back it in. Maybe parking there caused less traffic blockage. Etc.
Moving the dolly within the lot should not be a big issue. But then it should be easy for you to find. And as such, I wouldn't have a big problem with that.
Now if it was damage, or taken to a different area completely outside of the storage lot...that would have been a problem. Until the guy that moved it came by to explain the details as to why he needed to move it away from the lot. Even then it might be a problem. But, maybe not, too.
