a week ago we pulled into a campground, we have a tow dolly, got all set up and asked where should I put the dolly, I was told just put in back by the storage shed, ok, we unhooked and pushed it back...

Do you have any idea how much a dolly costs? From what I've seen they're not cheap. If I were told by management to specifically put it in a certain location, and it ended up missing (even temporarily) or relocated by some stranger,I'd be a little put out as well.
You never know what their intentions were. I'd bet my next paycheck that if it came up missing by theft, the guy who moved it so he had a better parking spot wouldn't have said a word.
People don't have the right to touch something that doesn't belong to them. Simple manners that some learn early in life.
