Only offer help if asked. This last Tuesday the folks near us were having obvious troubles hitching up. I simply walked over to speaking distance made eye contact and knew that look "we got it". They eventually did and a nice wave good bye was the extent of help provided.
It is a pride thing and an experience thing. It is also a liability and patience game. As a type A personality it can be hard to not help because "I can fix their problem now".
