As many of said I try to "read' the situation and see if they would accept help and/ or if I think I can help. In the OP case I would have stood politely off to the side until I caught the drivers eyes. If they glared at me angrily I would have left. If they looked pathetic I would have politely and with a genuine smile offered to help. If I got growled at or told no help was needed I would not have gotten offended. I would have just walked away and went about my business.
