I guess that means that every motorcyclist on earth is doomed, because that/those tires are excluded from the standard, too. Unless of course certain tire types are excluded due to design/mechanical differences making them incompatible with this set of standards. ;)
ST's exclusion from this rule does not mean they're "less safe".
The fact of there being no restrictions per passengers riding in trailers equipped with them seems to me to be better proof of their "safety" than popular opinion.
This of course assuming they're used within all design parameters.
