I guess that means that every motorcyclist on earth is doomed, because that/those tires are excluded from the standard, too. Unless of course certain tire types are excluded due to design/mechanical differences making them incompatible with this set of standards. ;)
ST's exclusion from this rule does not mean they're "less safe".
The fact of there being no restrictions per passengers riding in trailers equipped with them seems to me to be better proof of their "safety" than popular opinion.
This of course assuming they're used within all design parameters.

You offer no evidence what so ever that the ST tire is as safe or that it is even required to be as safe as another highway tire…
So you now want to argue that due to design and mechanical differences some tires are incompatible with these standards… well with that I finally agree… thanks but no thanks…

There is a lot of differences between the two tires, most of its proprietary and not available for our consumption…
what is known is they fail at a high rate when compared to other tires…. they seem to dry rot at a rate much faster than other tires even though they claim to contain more UV protectants in them, and they have about the worst warranty coverage’s in the tire industry…
Low quality in compounding, in materials and in build processes add up to the typical built ST tire… but it isn’t the tires design… the design as a trailer tire is sound, unfortunately it allows for even more excuses and blame…
With the rush to China by ST tire makers and all things being now equal the tire builders may actually have to compete for their market share by building a better tire…
A good example of that is the new Carlisle radial tire that now has a cap ply… it took almost 40 years for Carlisle to realize the importance of that cap ply in radial construction, even though it was common knowledge in the entire tire industry…
