Their own personal takes on a subject, many times, gets in the way of a well thought out decision on a topic. And many times, the power of being able to remove comments, posts, or threads, is just too much for them to pass up on.
Some mods are great at what they do. Others need to have that responsibility removed from them.
And you, of course, will be financing that course? They probably can't afford it on a moderators salary. Oh yeah! They aren't paid!
