Yes, you have to submit fingerprints for volunteer positions just about anywhere. A few years ago the American Red Cross required credit checks and mode of living checks of amateur radio operators that volunteered for communications support. They backed off eventually, just a credit check. I just had to submit fingerprints again for a handgun permit. I am a retired military man, and served on general officer's staff and was cleared for Secret access.
Think of this though, would you want a convicted child molester as a camp host? Someone who distributes illicit drugs?
