The question you ask requires that someone with a law degree (Lawyer/attorney) who is familure and licensed in the state where said outlet (not plug) exists answer your question.
This, however, as an electronics techinican I can tell you.
if it is a BAD PLUG that is responsible then it is your plug, so it is your responsibility.. If it is a bad OUTLET on the other hand (What you plug into) see above.
I would also need to know why/how it was Bad
The talk about surge protectors... HAD you had one it might have protected you, but you are not required to have one by law any place I know of.. however I'm not a lawyer so it goes back to the first answer.
