Not always the case. I have new equipment (hotspot and phone) and both show 4-5 bars of 4G, yet most times, download speeds are less than 100kb. Actually had a couple of occasions where the speed was 1.2 KB, (yes, KB not MB).
Numerous calls to ATT only got me numerous different responses.
Towers degraded, towers not degraded, only 3g in that area, 4g is available in that area, too much traffic on the towers, (I might agree with that but time of day makes no difference).
Today it is working great. Tomorrow who knows?
Think it's just the luck of the draw sometimes.
