Actually it is the cost of government and emergency response that drives these types of laws. Every time a emergency vehicle responds to a incident, it costs extra money which comes out of the emergency response budget. And without the laws, government can not recoup the money. Without the laws they would have to take the individuals who caused the incident to court to recoup any money, and you can imagine what that would cost!!!
