Here in Tucson the washes can be hit with flash floods and fill up with rushing water in an instant. It doesn't even have to be raining locally as the water rushes down from the surrounding mountains.
Motorists sometimes get caught by the rising water through no fault of their own. Others will try to drive through the rising water, get stranded, and need to be rescued. Sometimes their car gets carried away by the water and they die downstream. We had one guy whose body was found miles downstream and not till almost a year later.
There are countless PSA's on TV not to drive through washes but people still do, hence the Stupid Motorist law.
