Colorado agrees- hikers/hunters and skiers can be charged for the costs of their rescue, to reimburse the local emergency funds. However - every Colorado fishing and hunting license carries a rescue surcharge.
If the rescued person has paid that surcharge the related expenses are paid by that escrowed fund.
But - if the need to be rescued is because of "stupidity" - driving around barriers, skiing posted out of bound areas then that fund is not tapped.
