I agree with you that folks make it too easy for them, but locking the food up in your vehicle is another way to invite bear trouble. Especially if the bears already know they are going to find food in the campsites. Check out this video:

If I were you, I'd order a can of bear spray and keep it with me if the campground superintendent believes chasing off bears is part of your job description. Instead of you paying up your life insurance, he should be paying up his liability insurance. An employee or camper could very easily get mauled.
