IMO, there really IS no "best" way.
There is only what YOU are comfortable with, or what YOU can afford!
I have done all three; 4-down, dolly, and flatbed trailer.
There are advantages and disadvantages to each method.
Each of us must decide which is best for US!
At the present time, I tow the Jeep 4-down, and the PT Cruiser on a dolly.
The towbar for the Jeep cost $145, new, many years ago.
The dolly cost $700, used.
It works for me.
I had a flatbed trailer, but I sold it when I got rid of the horses, and no longer needed it to haul hay.
