Police know that criminals frequent parks and rural campgrounds; reason being they don't need I'D and can hide out. It's a good reason to be suspicious of strangers, particularly if your at an isolated location.

Saw the 48 Hours show about the murder a while ago. There was very little coverage included in the episode regarding the ISB agent's involvement. IIRC.
