Like already mentioned, you cannot use it with a weight distribution hitch head. I used it while towing a small utility trailer.
I looked at the manufacturers link the OP posted, and your experience is exactly what my fears would have been. The attachment looks very weak. When you load two bikes on the rack with the vertical supports and the very small and therefore weak.
Not surprised with your results. Conceptually it could work but must be engineered, designed and built to carry the loads with plenty of structural margin for safety.
