If they used to ride (at any point in their lives), a 2 wheel bike shouldn't be a problem. If they have any balance or vertigo problems, then a 3 wheel bike would be better. If you're that concerned about distance to the ground if they fall, look at recumbent bikes.
Whichever they choose make sure you get them approved helmets that fit properly.
