Yes, that's correct. My primary address is in one state where all mail goes except the DMV mail which goes to an address in another state. It's the primary address that I want flagged "Not at this Address". To my knowledge, the address given to the DMV has never received any junk mail for over 10 years - hope it stays that way.
The address registered with the DMV only receives 2 pieces of mail annually - license plate renewals.
