I think he's SORT OF right. Urine will tend to contain some ammonia and ammonia + bleach will give off a toxic gas (but NOT the explosion his exploticon shows).
I think you are SORT OF right that it's not a significant issue.
It's a big no-no to use Bleach and Ammonia cleaning products at the same time and I guess if you mixed urine and bleach in a closed room and breathed the "air" it might be bad.
On the other hand, the dose makes the poison and I'm thinking dihydrogen monoxide kills more people every year than urine + bleach which does meet routinely when a load of bleached laundry drains into the sewer system.
