Yes, I would
not recommend hanging your head over a cat litter box while pouring bleach into it (or, for that matter, while not pouring bleach into it).
However, if you enclosed your litter box with a cover, then put a pipe on top to vent the fumes to the outside
and made a cat door (where you'd pour the bleach in) that closed automatically, I think you'd be safe.
