From the story you posted
here, there is no mention of a blowout in the story. There is also nothing in this story that states his wife was following him. The main witness that was quoted said him and his wife (the witness' wife) were driving behind him.
The witness also stated that the speed of the RV never changed, even after it veered off the highway. It sounds to me like it might have been a medical emergency.
