Looked like the picture of my 5th wheel after losing a tire tread, no blow out. I went to the heating and air cond shop down the road from the rv park we were in. Had them cut and bend their thickest sheetmetal to fit the size I needed to cover the entire area above the tires, and added another 12 inches to give even more coverage. I caulked all the areas that might allow any water to enter, used self taping screws and secured the metal up tight. The plywood hole once sealed up with the new metal I figured didn't really mattter and I did not replace it. That metal support on mine was bent but I was able to remove it and hammer it back into shape. Total repairs cost me about $35.00
