Been running my EAZ-Lift WD hitch setup for over 10 years with the brackets held in place by that one set bolt. The tension of the chains hold it in place just fine.
It could potentially shift if you take it into a very tight turn. Happened to me once.. Simply adjusted it when I noticed it unhitched. No harm done.
Just what I've experienced with mine.. I don't want anymore holes in the frame than necessary.. ;)
