Bolts missing (?) on Spring Bar bracket (hitch)

We have the EAZ LIFT "Elite" SYSTEM (WD) for our new 24' Cougar xLite TT. On the spring bar brackets on the trailer hitch frame, there are 2 holes on each bracket. Question is: Are there supposed to...

Go over the installation instructions. My Reese dual cam was installed wrong. I called Reese. Reese called dealer and chewed on them for a bad install.
