Bolts missing (?) on Spring Bar bracket (hitch)

Thanks Mitch -- These are same instructions we found, also, on internet. (Dealer did not give us any type of booklet, for the hitch assembly, so had to hunt for them ourselves). We also looked at another older TT, in our storage lot where we keep ours, and they had same type of bracket but those "2 holes" did not have any bolts in them -- just the "set bolt". We'll see what EAZ says, once they get back to us.
