Sorry but FMCA has an oar in the water. They endorse specific toad braking systems and disregard others, which means there's some financial aspect to their advise. I will trust the opinion of a person who has been in the business for 25 years over a publication editor any day.
When people come into the store asking for a 7 pin to 4 or 5 pin adapter for their trailer, we advise them that the state of New York requires brakes on a trailer regardless of weight, and that you cannot get out of New England without going through New York. No one believes that there are NY state Troopers sitting on the side of the road waiting for an RV towing a car to go by so they can check the braking system.
As I said, I will determine through actual use if the supplemental braking system is required.
Oh and BTW, there are TWO sticky posts on this forum about supplemental braking systems.
