I think you should read New York MV-529c (12/13). The actual law does not quite agree with what you are saying here!
A trailer over 3000lbs requires brakes or is it any trailer over 1000lbs? A tow dolly "unladen" would likely not be required to have brakes but just about every car on the road would (if towed 4-down)? I tow a Mini Cooper Roadster (about 2600lbs wet) and just not sure where it falls into this. It's definitely more than 1000 but also less than 3000???
