Yep, that is what MV-529c says. "A trailer over 3000lbs requires brakes or is it any trailer over 1000lbs?" As I read it, it is both or either: 1000 lbs. unladen OR 3000 lbs GVWR, brakes are required!
Now, what is the legal definition of a "trailer" in New York? Does that definition include or exempt a towed motor vehicle?
Also, note that a breakaway system is only required on trailers in COMMERCIAL service.
