All good points mentioned. I would add for the physical layout, make sure that there is adequate room to maneuver the big rigs around corners and into / exit sites without running over the neighbouring site or ditch, tree etc. Also some type of screening, low shrubs, vegetation between the picnic table on one site and the sewer hose on the neighbours.
Also at the front of the park, outside of the entrance gate, an overflow or after hours parking for a few rigs, that are looking for a spot to stay for a quick overnight. Maybe electric only, charge 1/3 to 1/2 of a regular campsite.
Water supply and sewers would have to meet local health department regulations.
