My 2c's. You'll never be 100% full so instead of looking at number of sites look at the width of sites. 35-50 feet will make people want to stay there.
Pull thru's, concrete patio, wide enough streets to swing a rig in, FHU, quiet, all at a price that makes staying in a hotel sound like a silly thing to do then a nice RV park.
Right now I'm in a very nice hotel suite which is costing with tax $65. The RV park down the road is $55. Those that say they RV because of bed bugs, usually also are those that stay in Walmart parking lots in their RV's. So I wouldn't count on that argument to keep your business afloat.
Last thing is people that live in a park long term accumulate "stuff" which looks trashy to those that are transients and don't know them personally. I would make two sections away from each other. Both parties will be thankful that you did that.
I've never heard anything bad about WinStar Casino RV park. It is very much like you described for a location. It is very popular with the snowbirds. Google earth it, or see it in person (better yet, rent an RV and spend a few days there) to see what I'm talking about. It'll give you a good idea if you will ever recover your investment or not.
