Having designed, built and operate a RV park, I hope you are an "instant success" in less than the ten years it took me. With the internet, advertising is much easier and quicker today. Sounds like you already own the property but government regulations can add to the cost and time it takes to just get started as time is not money to them.
I would have at least two different areas ...one area for your longer term residents and one for the overnight/short term. In the short term have a combination of back in (makes for better utility layout) and some pull throughs that you charge extra for...as a farmer you will be amazed how many cannot backup. Angle every site at least 30 degrees to the 24' wide roads, even the pull throughs. Do not disturb the roots of trees on more than one side and if you have to top a tree in the future, top it at the bottom.
With this large a park and close to the Interstate you will need 24/7/365 on site control. Having a third no frills area for mainly overnight with just water and electric plus a dump station that costs $20/night might work. Yes, they need to be pull through and accessible after dark. The sites do not need paving or concrete pads/patios.
RVers/campers are nicer than the norm except for lawyers. Good luck, you are going to need it.
