As an owner of a large RV park and Marina, make your permits the main topic. After that issue, all is good. Figure about $20,000 per pull through site 60-70 feet long. Start with gravel sites to get going, then pour concrete section by section. Pave all roads. Figure out water, power, sewage, Wi-Fi, etc. The best advice is keep a good and happy attitude. Modern office with small store is good. Visit other RV parks and look around. You know what they say to make a million dollars in the Marina business?-start with 10 million. Good luck.
