Sounds like an incomplete story.
There is no general prohibition to carry LPG in a DOT bottle (that's why they have DOT certification) but there are illegal ways to carry the bottle, and places where LPG (and other hazardous materials) are prohibited.
The onus is on you to know where there are restrictions, and what are the rules.
