Consider east Texas near the Louisiana state line, twice in the last 2 or 3 years this area has been struck by massive (500 to 1,000 year) rain induced flooding events, most recently in August after Hurricane Harvey dumped over 2 feet of rain in 2 days on the area, prior to this was about 17 inches in 24 hours a couple of years ago. As a result there are numerous home sites that have been wiped out, while many / most are currently in the process of rebuilding there are also those that are choosing not to do so again, particularly after just going through this recently.
I would suggest looking in and around some of the rural communities, like Newton, Buna, Kirbyville, etc.
