It has to be in the state that you reside. Unless you can prove that you also live in Florida. You will also pay PA sales taxes and fees.
If you are able to register in FL, be aware that if the state finds out, they can sue you. It's been happening with a lot of CA residents that register their cars in Montana (no sales tax, and $191 to permanent register your trailer). The state will go after the resident for their tax money.
