12 cents is bad enough - but if it's like Oregon the individual cities can add on their own taxes (Portland just added 10 cents). This just drives people to hybrids and electric cars and the govt still ends up with less money after the tax increase. Seems like most states are still struggling to find fair way to generate money to maintain the roads - govt misuse of road repair funds hasn't helped.
