Sounds like the Hosts were unsure of their standing or timid.....needing that 'complainer' to justify involvement...."Sorry but we had a complaint" thereby pushing blame off onto the 'complainer'.
I agree, it was probably more comfortable for the host to say they had a complaint, that way they were not the 'bad guy' in this incident.
