When we were hosts at a Michigan State Park we were told to not confront anyone we were not comfortable to and if there were any 'real' problems to let park management know or refer to LEO locally.
If we had heard of yelling around the campground and it was not a quiet time we would not have said anything unless the running was dangerous to drivers of others in the park.
Seems like this was handled well and all worked out but I would think parents should teach courtesy to kids but we all know that is sometimes lacking.
Glad it didn't ruin your trip.
