We have hosted at several parks and at any of them, we would respond when the noise got out of hand even if no one was complaining yet. We would start by nicely asking the children to quiet down a bit. If that didn't happen, we would then ask to speak to their parents. If there was not any cooperation on their part, we would then report to proper authorities of the park be it a manager, owner or ranger to be handled further. We were not supposed to wait for complaints, we were supposed to remind offenders of the rules hoping they would comply before other camper complained.
