No reason to be proactive....then no reason for camp hosts.
Proactive doesn't mean 'confront' it means handle situations before they get out of hand.
Camp Hosts should be the eyes & ears of the campground.
And if they can't handle basic enforcement of rules...either directly or via informing rangers/managers etc. then no need for them.
When I'm in a CG I want to see the camp hosts out and about.......otherwise I have to start squirting folks/dogs with my water hose
