Technically if you buying a gun for another person it would be considered a "Straw Purchase" which is illegal if buying from a commercial dealer. You should be able to buy a rifle or shotgun in almost any state for yourself. You can only buy a handgun in the state that is on your drivers license except if you are purchasing from a private individual (different rules in different states). Vegas may have different rules than the state does. Your best bet would be to call a gun shop or shops in Vegas and ask your question there if you want the facts.
