The thread title is basically asking if the highways are open. Which to me is a legitimate question these days, every day some new restriction is announced.

Rest stops may be closed or reduced services, such as pumps only open. Pennsylvania did that for a short while, close all rest stops, but quickly realized those truckers delivering food need a place to nap so they reopened some rest stops.
Keep that in mind when you have to travel, your "normal" rest stops / fuel stops may be closed.
