the statement was meant to convey that ALL New Yorkers ( because of the situation) is supposed to shelter in place and NOT LEAVE THE AREA.. IF THEY DO, SELF QUARANTINE FOR 14 DAYS..HECK... some states will nt allow folks in if they re coming from NY
