I don't think is was meant to offend New Yorker's or anyone else.
NY is currently the hotspot for the country.
As a result NY'ers and others need to shelter in place and avoid heading to resort areas or vacation homes to ride out the pandemic.
There is and emphasis on NY'ers because NY is the current hotspot.
They are leading in new cases and deaths.
