Can you tow your rv while tarped?
Do the running lights have to be visible or just the brake/parking lights?

Probably only the tail,turn & brake lights. The same as a trailer.
Why tarp a car? The tarping or tying down will probably lead to a lot of marks in the paint as the tarp beats against the car.
