OP Paranoia:
CA doesn't care what you do with/to your vehicle licensed in another state - unless you were going to register (license) it in CA.
Nor is anyone going to report you to CARB, the CHP, or Mr. Ranger..:R
However - the folks in *your* state may have "problems" at some time with your modification plans to Federally mandated vehicle emissions systems..:W
Which may result in expensive problems for *you*!...:(
DOT/EPA compliance inspections generate revenue for states.
ALL states ALWAYS need/want to increase revenue.
Don't have vehicle inspections now/yet? - You will...:W
Anyway, as "rollingslow" said in the first (and best) reply to your question......
