I live in California and have never heard of any body getting cited for a gasoline container. NO ONE cares about weather you have a new style gas can or an old one. By the way, gas cans are made the same in all states.
Just because you haven't heard of it, doesn't mean it hasn't happened. I was studying up on the best style to buy/use when I bought my genny. The reviews for some models were from people who went to CA with OHV toys and were cited for their old-style cans and have now purchased spill-proof containers to be in compliance.
Most -if not all- CA OHV areas are State facilities.
Same folks (Mr. Ranger) that checks for legal exhaust *may* check fuel cans.
Good reason to have *one* cheapie plastic can for "show & tell" - and any "old style" others out of sight.
