The FAQ is for one specific OHV area, and the ARB doc is now 10 years old (and aimed specifically at labeling, not spill/vapor control).

Again there is no law that exists that regulates USAGE. Yes they could get you for improper storage or transport but not usage. The laws only apply to the SALE of cans in California. Once that happened all the shops freaked out and told everyone they were illegal. Yes they're illegal to sale but not to use.
